The Significance of the West Philippine Sea to Our Sovereignty

Brimming with natural resources and symbolic of sovereign pride, the West Philippine Sea is a vital maritime expanse that is crucial not only for the countless Filipino fisherfolks who rely on its waters for their livelihoods but also for our national identity.

Fortunately, in a monumental victory for the Philippines, the 2016 Hague ruling solidifying its rights over the West Philippine Sea is now a cause for national celebration.

As a critical source of livelihood and a symbol of sovereignty, the West Philippine Sea holds profound significance. This article delves into legislative initiatives, the significance of public support, and the economic and ecological impact of safeguarding this vital maritime territory.

Legislative Initiative

A distinct legislative move, House Bill 8583, proposes declaring July 12 as West Philippine Sea Victory Day. Spearheaded by Senator Risa Hontiveros, this resolution aims to annually recognize the 2016 ruling, reinforcing the Philippines’ stance on sovereignty and countering China’s territorial claims. This legislative initiative follows the trajectory of the Philippines’ continuous dedication to preserving its territorial integrity.

Philippine Senator Risa Hontiveros’ Advocacy

Senator Risa Hontiveros emphasizes the relevance of commemorating the 2016 victory annually, asserting that this act weakens China’s spurious claims and strengthens Filipino citizens’ knowledge of their rights in the West Philippine Sea.

“Commemorating our 2016 victory every year can help weaken China’s spurious claims over our own territories. China repeatedly engages in falsehoods and propaganda, so here in the Philippines, we should not cease in exposing the truth. Let us begin by strengthening the knowledge of our citizens regarding our rights in the West Philippine Sea,” Hontiveros said.

Public Support and Geopolitical Tensions

As the West Philippine Sea becomes a focal point of geopolitical tensions, grassroots movements and advocacy initiatives play a pivotal role in raising awareness about environmental and geopolitical challenges. Public support influences government policies and actions related to the West Philippine Sea, shaping public opinion and fostering national unity.

According to a comprehensive analysis by The Diplomat, grassroots movements and advocacy initiatives have been instrumental in raising awareness about the environmental and geopolitical challenges faced by the Philippines in the West Philippine Sea. These efforts not only shed light on the importance of preserving the marine ecosystem but also contribute to shaping public opinion and fostering a sense of national unity.

When a substantial segment of the population rallies behind a bill such as HB 8583, it sends a strong signal to elected officials that there is a collective concern and expectation for prioritizing issues related to the West Philippine Sea.

By uniting behind initiatives that safeguard the West Philippine Sea, citizens actively contribute to the narrative of one, conscientious nation. Not only does this collective identity strengthen the call for legislative action, but it also establishes a shared commitment to preserving the country’s natural resources and asserting its sovereignty.

Its capacity to amplify the voice of the people, confer a democratic mandate, bolster the credibility of the bill, and cultivate a shared sense of responsibility for the nation’s well-being not only stands as a geopolitical necessity but also symbolizes our unwavering commitment to democratic principles and national credibility. This commitment binds us all in the collective pursuit of a secure and prosperous future for our nation. Through active engagement and support, citizens play a pivotal role in shaping the legislative landscape and advocating for policies that reflect their concerns and aspirations.

This commitment stems from a recognition of the crucial role these resources play in our nation’s well-being and prosperity. As underscored by experts and policymakers, the protection of the West Philippine Sea and other natural resources is integral to ensuring sustainable development, environmental and ecological conservation, economic freedom, and the overall sovereignty of the Philippines.

Hontiveros stated that legislation like HB 8583 elevated the issue on West Philippine Sea to the UN General Assembly. She emphasized that securing a victory in the UNGA could wield substantial political influence favoring the Philippines.

“Government must take every possible action in the name of our national sovereignty. Huwag nating hayaang balewalain lang ng Tsina ang kalayaan at soberanyang ipinamana sa atin ng ating mga ninuno. Kaya, kahit man lang isang beses sa bawat taon, ipagbunyi natin ang West Philippine Sea. Ipagmalaki natin ang tapang at puso ng bawat Pilipinong tumitindig sa Tsina. Ipaglaban natin ang Pilipinas,” Hontiveros said.

(Government must take every possible action in the name of our national sovereignty. Let us not allow China to disregard the freedom and sovereignty handed down to us by our ancestors. So, at least once every year, let us celebrate the West Philippine Sea. Let us proudly showcase the courage and spirit of every Filipino standing against China. Let us fight for the Philippines,)

In 2023, President Bongbong Marcos Jr., having assumed office, overturned the pro-China policies of his predecessor, former president Rodrigo Duterte. Marcos realigned with the United States and expanded access to Philippine bases for American troops.

Moreover, Marcos pledged to enhance the nation’s defense of its maritime zones in the West Philippine Sea following a collision between Filipino and Chinese vessels last 2023, a situation which has been termed a “serious escalation.”

With this decision, a recent survey carried out by the OCTA Research group revealed that 58 percent of participants either strongly or somewhat support the actions and policies of the Marcos administration concerning the West Philippine Sea.

Meanwhile, National Security Adviser Eduardo Año is grateful to the Filipino populace for backing government efforts in addressing the West Philippine Sea matter. Año highlighted that the survey outcomes indicate the alignment of the nation’s foreign and security policies, emphasizing the reinforcement of connections with partners, allies, and friends. He affirmed the commitment to pursue national interests with increased determination in the forthcoming year.

Overview of Key Provisions

Filed by the Makabayan bloc, HB 8583 seeks to commemorate the 2016 Permanent Court of Arbitration ruling, emphasizing patriotism, vigilance, and support for Filipino fishermen. The legislation outlines mechanisms for peaceful dispute resolution, diplomatic initiatives, and preservation of the West Philippine Sea’s economic and ecological significance. In the Makabayan bloc’s resolution, they said that “These activities aim to foster a sense of patriotism and vigilance in protecting the West Philippine Sea.”

“This [bill] calls for the provision of support and assistance to ensure their safety and sustainable access to marine resources. In view of the foregoing, the passage of this bill is earnestly sought,” the lawmakers said.

However, China has yet to acknowledge the ruling by the Hague, which declared Chinese aggression in shared fishing areas illegal. Additionally, the decision outright rejected China’s expansive claim of the entire South China Sea through its nine-dash line assertion.

The proposed legislation delineates processes for peacefully resolving disputes in the West Philippine Sea, emphasizing a commitment to the rule of law. Additionally, it advocates for diplomatic initiatives to assert the nation’s rights while fostering cooperation with neighboring countries.

Furthermore, the bill emphasizes the crucial task of preserving the economic and ecological significance of the West Philippine Sea. It also underscores the importance of protecting the rights and welfare of Filipino fishermen, who depend on the West Philippine Sea for their livelihoods.

The Importance of Commemorating West Philippine Sea Day

More than just a symbolic gesture, recognizing July 12 as West Philippine Sea Day is a tangible manifestation of the nation’s dedication to upholding its territorial integrity. It serves as an annual reminder of the legal victory against China’s overreaching claims, fostering national unity and commitment to future generations.

This designated day elicits reflection on the importance of vigilance in protecting the nation’s maritime interests and encourages a collective commitment to preserve the West Philippine Sea for future generations.

Filipinos celebrating July 12 in unison fortifies the narrative of resilience against challenges to assert their rightful place in the international seascape.

Demonstrating active support and engagement involves taking concrete steps. Staying well-informed through credible news sources and official statements from governmental entities is essential for understanding the complexities of the issue.

Moreover, following key stakeholders, legislators, and advocacy groups on social media platforms offers real-time updates and valuable insights. Disseminating accurate information within our networks contributes to heightened awareness and cultivates well-informed discussions.

Thus, engaging with local and national representatives is another effective way to contribute. Sending letters, emails, and participating in town hall meetings to express concerns and opinions on the West Philippine Sea dispute ensures that our voices are heard by those in positions of influence.

Additionally, sharing accurate information within our networks and raising awareness through simple educational posts on platforms like Facebook, X (formerly Twitter), Instagram, TikTok, and other popular channels contributes significantly to informed discussions.

Furthermore, participating in community-based initiatives, such as seminars, workshops, or awareness campaigns organized by advocacy groups, can help amplify our collective impact.

The significance of economic sovereignty in the West Philippine Sea holds substantial implications for Filipinos on various fronts. Economic sovereignty, in this context, refers to the nation’s ability to control and benefit from its own economic resources within the West Philippine Sea region.

Economic sovereignty directly influences that Filipinos can actively and sustainably utilize the marine resources in the West Philippine Sea. Fishing communities, for example, rely on these resources for their livelihoods. When economic sovereignty is upheld, it contributes to the preservation and growth of income sources and the well-being of coastal communities.

More than an economic matter, control over the West Philippine Sea’s natural resources is a vital national security concern. Economic stability and security are interconnected. The ability to regulate and protect these resources helps ensure the overall stability of the country in geopolitical terms, safeguarding against potential threats to national interests.

The West Philippine Sea is rich in natural resources, including oil and gas reserves. It enables the Philippines to harness these resources for its economic development. The revenue generated from these resources can be invested in infrastructure, education, healthcare, and other critical sectors, fostering overall economic growth.

The Private Sector Industry’s Influence on Sovereignty

The private sector is crucial in advocating the sovereignty of natural resources in the Philippines, especially in the West Philippine Sea.

Within the sectors of energy, fisheries, and natural resource exploration, companies often possess specialized technical expertise vital for understanding and addressing multifaceted challenges related to sovereignty. This expertise becomes particularly relevant as nations, like the Philippines, assert their sovereign rights over its exclusive economic zone (EEZ) and specific geographical features such as Ayungin Shoal or Bajo de Masinloc.

The synergy between the private sector and governmental initiatives stands as a hallmark of effective sovereignty advocacy. It combines technical know-how, financial support, and a commitment to responsible practices, resulting in a robust strategy to navigate the complex terrain of territorial claims and resource utilization.

To properly promote sovereignty, it is critical to raise public awareness of the complexity of the country’s territorial claims, as well as the importance of responsible resource management. The duty of protecting national interests is not dependent on lawmakers and corporate leaders alone Rather, it is a shared responsibility that trickles down to all segments of society.

Aligned with the principles of safeguarding national interests, we aspire to extend our support and actively participate in the movement dedicated to upholding and defending the West Philippine Sea and other vital natural resources of the Philippines.

As we navigate the complexities of asserting sovereignty, it becomes evident that a collaborative effort, where public awareness meets collective responsibility, is key to a resilient and sovereign future for the Philippines.

The Philippines is firmly asserting its sovereign rights in its EEZ and geographical features like Ayungin Shoal or Bajo de Masinloc. When referring to “sovereign rights,” it indicates that within these waters, the Philippines possesses exclusive authority and accountability for utilizing and safeguarding resources, including marine life and potential energy reserves.

China’s persistent neglect of the 2016 ruling has consistently caused harm to both the Philippine Coast Guard and Filipino fishermen, continuing to be a significant bilateral issue between the two nations. Furthermore, the West Philippine Sea holds a substantial reservoir of marine resources, including diverse fish and aquatic products. As per past reports, the Bureau of Fisheries and Aquatic Resources (BFAR), relying on data from the Philippine Statistics Authority (PSA), fish production decreased to 275,872 metric tons in 2022, a decline from 295,332 MT in the preceding year and around 324,312 MT in 2020.

Thus, commemorating West Philippine Sea day emphasizes the importance of protecting both the economic and ecological significance of the West Philippine Sea. It also emphasizes the rights and well-being of Filipino fishermen, who depend on the West Philippine Sea for their livelihoods.
